Declaration of the Unions of College Students, High School Students, and Workers [Déclaration des organisations syndicales d’étudiants, de lycéens et de salariés]

Les formidables mobilisations unitaires de ces deux derniers mois, le succès encore plus important des arrêts de travail, grèves et manifestations du 4 avril, avec plus de 3 millions de manifestants, le développement du mouvement dans les universités et les lycées, confirment la conscience profonde de la gravité de la situation par les salariés, les étudiants, les lycéens.

Rien, et notamment pas les manœuvres gouvernementales, n’entame la détermination croissante à obtenir le retrait du CPE, revendication commune depuis le début de la crise.

Les organisations syndicales d’étudiants, de lycéens et de salariés rappellent qu’elles avaient, ensemble, demandé au Président de la République de ne pas promulguer la loi et d’éviter tout passage en force.

Elles dénoncent l’imbroglio créé par les décisions des pouvoirs publics et prennent acte des initiatives parlementaires. Elles exigent des réponses claires et rapides.

L’objectif des organisations syndicales n’est pas de négocier des aménagements au CPE mais d’obtenir son abrogation.

Elles rappellent que, pour permettre l’ouverture de discussions ou de négociations sur l’emploi et la formation des jeunes, la précarité et le chômage, l’hypothèque du CPE doit être, très rapidement, levée.  Ce qui passe par le vote, avant les vacances parlementaires (le 17 avril) d’une loi abrogeant le CPE.

Dès aujourd’hui et avant le 10 avril, elles appellent leurs organisations locales à rencontrer dans l’unité les députés et les sénateurs pour exiger le retrait du CPE et à rendre publiques les réponses.

L’intersyndicale affirme son soutien aux mobilisations étudiantes et lycéennes et, notamment, à la journée d’action du 11 avril.

Afin de maintenir et développer partout la pression, les organisations appellent leurs structures locales à donner la plus grande visibilité à leur exigence.

Pour les 12 organisations, la mobilisation n’est ni suspendue ni abrogée.  Elles conviennent de rester en contact permanent et de se retrouver en intersyndicale le 10 avril 2006.  Elles se déclarent prêtes, faute d’une décision rapide de retrait du CPE, à décider d’un nouveau temps fort de mobilisations, sans exclure aucun moyen d’action.

The formidable united mobilizations of the last two months; the even more important success of the work stoppages, strikes, and demonstrations of April 4, with more than 3 million demonstrators; and the development of the movement in universities and high schools — all of them confirm the profound awareness of the gravity of the situation on the part of workers and college and high school students.

Nothing, including governmental maneuvers, diminishes the increasing determination to obtain the withdrawal of the CPE, the common demand since the beginning of the crisis.

The unions of college students, high school students, and workers reiterate that they had, together, demanded of the President of the Republic not to promulgate the law and to avoid imposing it against their will.

The unions denounce the imbroglio created by the authorities’ decisions and take note of parliamentary initiatives.  They demand clear and quick responses.

The objective of the unions is not to negotiate how the CPE gets implemented but to obtain its abrogation.

They repeat that, to allow the opening of discussions or of negotiations on the employment and training of young people, casualization, and unemployment, the burden of the CPE must, very quickly, be lifted.  That is to day, a law repealing the CPE must be passed by the vote, before the parliamentary holidays (before 17 April).

From today to April 10, the unions call on their local organizations to meet, in unity, parliamentary deputies and senators to demand the withdrawal of the CPE and to make their answers public.

The inter-union leadership affirms its support for college and high school student mobilizations and, in particular, the day of action of 11 April.

In order to maintain and develop the pressure everywhere, the unions call on their local structures to give the greatest visibility to their demand.

For the 12 organizations, the mobilization is neither suspended nor ended.  They agree to remain in permanent contact and hold an inter-union meeting again on 10 April  2006.  They are ready, in the absence of a speedy decision to withdraw the CPE, to decide on a new period of powerful mobilizations, without excluding any means of action.
