The Nuclear Attack against Iran, the Aggression against Cuba, Venezuela, and Bolivia, and Socialism of the XXIst Century [El ataque nuclear contra Irán, la agresión contra Cuba, Venezuela y Bolivia, y el Socialismo del Siglo XXI]

En este contexto, el destino de la liberación latinoamericana depende de varios factores, entre ellos las elecciones en Venezuela y Perú, la necesaria conversión del MERCOSUR en un auténtico Bloque Regional de Poder, el avance del Socialismo del Siglo XXI y la creciente agresión estadounidense-europea a Cuba.  Pero, el más importante, sin duda, es el desenlace de la agresión imperialista contra Irán.

1. La guerra contra Irán: segundo ataque nuclear preventivo de la historia mundial

Washington e Israel están terminando los últimos preparativos para su agresión militar contra Irán.  A diferencia de la invasión a Irak, esta vez los dos principales enemigos de la humanidad, el imperialismo estadounidense y el imperialismo europeo, están plenamente unidos en el proyecto de agresión bélica.  Alemania, Francia y Gran Bretaña, las tres potencias más poderosas de la Unión Europea, han cerrado filas detrás de Washington y Tel Aviv.  La falange de ataque es, por lo tanto, extremadamente poderosa y en el campo militar, invencible.

El escenario de guerra es el siguiente. Washington y Tel Aviv, con o sin el Consejo de Seguridad, lanzarán un ultimátum a Irán, demandando que someta sus instalaciones y programas nucleares a las inspecciones internacionales.  En caso de que no se cumpla con esa demanda, Bush y Olmert, con el apoyo logístico europeo, lanzarán un devastador ataque aéreo con misiles cruzeros y bombarderos no solo contra los centros nucleares, sino también contra los centros de comunicación y mando de las Fuerzas Armadas y del gobierno central.

Si Teherán responde con sus cohetes de medio alcance contra Israel, Arabia Saudita o los bases militares estadounidenses en Medio Oriente, Washington e Israel usarán armas nucleares.  Estamos, en pocas palabras, ante el segundo ataque nuclear preventivo de la historia mundial, después del ataque a Hiroshima y Nagasaki, que fue una advertencia para la Unión Soviética.

Este  es el escenario que Washington, Tel Aviv, Paris, Londres y Berlín anhelan, porque calculan  que pondría a los Estados y movimientos rebeldes del Tercer Mundo — que cuestionan su control del petróleo y gas mundial — de nuevo sobre las rodillas.  Los regresaría a lo que consideran su estado natural: repúblicas bananeras. Dado que nadie entrará en una guerra nuclear para defender a los ayatollas, a Irán le queda una solo salida para evitar la catástrofe: acceder a la oferta de enriquecimiento de uranio de Rusia. Si no lo hace, tiene que aceptar incondicionalmente el dictado de la falange imperialista, lo que debilitará a las fuerzas de la rebelión a nivel mundial y proporcionará a la clase política global  fascista un triunfo significativo.

2. La agresión de la Burguesía Atlántica contra Cuba, Bolivia y Venezuela

El año 2006 verá una peligrosa intensificación de las actividades de desestabilización y subversión imperialista contra los gobiernos progresistas de América Latina.  Fidel advirtió el 22 de enero del presente, que Bush se propone “forzar una ruptura de los actuales vínculos diplomáticos mínimos con Cuba”, “violar abiertamente el acuerdo migratorio con  Cuba”, impedir el comercio agrícola, limitar el envío de remesas y familiares y promover una “transición en Cuba”.

Esta intención encuentra pleno apoyo en la Unión Europea.  El 21 de diciembre de 2005, el vocero parlamentario de la democracia cristiana alemana (CDU/CSU) para asuntos de países en desarrollo, Christian Ruck, declaró con motivo del triunfo electoral de Evo Morales: “En América Latina hay desarrollos, que deberían preocuparnos.  La situación en Ecuador es inestable y con Morales asume de nuevo un Presidente la responsabilidad, después de Kirchner y Chávez, que corre el peligro de dejarse convertir en un instrumento de Castro en el fomento de actitudes (Stimmung) antioccidentales y de la exportación de la revolución.”

Su conclusión: “América Latina tiene que apostar a la “economía social de mercado”, no al populismo.  O es burro, o es malintencionado.  Lo que hace Hugo Chávez económicamente es exactamente lo que en Alemania se llamaba la “economía social de mercado” (soziale Marktwirtschaft) en los años 50, es decir, se trata de la misma estrategia de desarrollo económico que utilizó la democracia cristiana alemana para la reconstrucción económica del país después de la Segunda Guerra Mundial.

Otro indicador de la campaña es la vil película propagandística del cineasta alemán Wilfried Huismann, financiada por fuentes públicas alemanas y japonesas  y estrenada en la televisión del Estado alemán (sic), que sostiene la vieja mentira de la reacción mundial de que Fidel Castro mandó matar al presidente estadounidense John F. Kennedy.

A su vez, el mini-franquista Aznar ha declarado que usará su fundación FAES para combatir el “caudillismo populista” en una “región atenazada por la explosiva combinación de populismo e indigenismo bajo la sombra de la alianza entre Fidel Castro y el venezolano Hugo Chávez, tándem al que se ha unido el nuevo presidente boliviano Evo Morales”.  Su correligionaria de la derecha “cristiana” austriaca, Benita Ferrero Waldner, comisaria de la Unión Europea para las relaciones exteriores del imperialismo europeo, no se queda atrás con su crítica a las elecciones parlamentarias venezolanas del 2005, diciendo que el gobierno “hubiera podido hacer mucho más” para transparentar el proceso, de lo que hizo.

Su colega sueco, Goeran Lindblad, presentó en la tercera semana de enero ante el Consejo de Europa una resolución en la cual solicita “una investigación internacional de los crímenes cometidos por los regimenes comunistas en Europa Central y Oriental” y, de hecho, su castigo. Fuera de Europa menciona a China, Corea del Norte, Vietnam, Cuba y Laos. (Council of Europe report on Crimes of communism.)

La FAES de Aznar colabora estrechamente con la fundación de la democracia cristiana alemana Konrad Adenauer (KAS) y ambas con Carlos Alberto Montaner, terrorista de Estado contra la Revolución cubana y desde entonces presunto agente de la CIA.  Pese a sus dudosos credenciales, Montaner ha participado en seminarios de la KAS en Berlín, por ejemplo en diciembre de 2005, y en seminarios de la fundación del Partido Liberal alemán, Friedrich Nauman [sic] Stiftung, en América Latina. Hay que recordar, que esas fundaciones no son entes privados, sino organizaciones semi-publicadas, financiadas por el Estado alemán.

La tercera potencia imperialista del mundo, Alemania, junto con el minifranquista Aznar y el nuevo gobierno de derecha en Portugal, comienza a transformarse en cabeza de lanza de este movimiento destructor, potenciada por el nuevo gobierno alemán, dominada por la democracia cristiana (CDU/CSU) — eterno Calibán de la elite estadounidense — y el Papado alemán de Ratzinger, una combinación de fuerzas extremadamente peligrosa.  Inexplicablemente, hasta ahora ni el Presidente Chávez ni la diplomacia venezolana han atendido este peligroso frente de ataque que se está gestando en el centro del imperialismo europeo.

3. Convertir el MERCOSUR en Bloque Regional de Poder

Para conjurar este creciente potencial de agresión de la burguesía atlántica (estadounidense-europea), es imprescindible convertir el Mercosur en un auténtico Bloque Regional de Poder latinoamericano, es decir, un Estado regional con economía regional protegida y pactos de defensa mutua ante cualquier agresión bélica externa.  El eje bolivariano del BRP, el eje atlántico, ha adquirido la masa crítica necesaria para derrotar al eje monroeista latinoamericano, el eje del Pacífico, a través del triunfo de Evo Morales en Bolivia.  La victoria electoral de Ollanta Humala en Perú aumentará esa masa crítica que, bien manejada, podría llevar a la derrota definitiva de la Doctrina Monroe.

Este crecimiento horizontal o, usando un concepto de la economía, “extensivo” del Bloque tiene que ser acompañado, sin embargo, de un salto cualitativo en la integración, hacia una integración intensiva — es decir, un aumento de los coeficientes de conectividad — antes de que la contraofensiva de los imperios destruya lo que se ha logrado construir en los últimos siete años.

4. El Socialismo del Siglo XXI

El Socialismo del Siglo XXI es el horizonte estratégico de esta épica lucha entre imperios y pueblos en  suelo americano.  Para avanzarlo hay que aumentar la conciencia de lo que es la nueva civilización postcapitalista, superando a las ilusiones del cooperativismo y el dogmatismo del discurso de los años treinta que confunde el problema del socialismo con el problema de la forma de propiedad y la superestructura leninista.

Trabajando juntos en los últimos años, la Escuela de Bremen y la Escuela de Escocia¹, hemos avanzado a grandes pasos en la construcción de esta nueva teoría y praxis.  Ha llegado el momento de que ambos se conviertan en forma masiva en patrimonio de los movimientos sociales de la Patria Grande.

Esta es la tarea  estratégica ofensiva primordial de este momento histórico.

In this context, the destiny of Latin American liberation depends on various factors, among them the elections in Venezuela and Peru, the necessary conversion of MERCOSUR to an authentic Regional Block of Power, the advance of Socialism of the XXIst Century, and the growing US-European aggression against Cuba.  But the most important, without doubt, is the unleashing of the imperialist aggression against Iran.

1.  The War against Iran: Second Preventive Nuclear Attack in World History

Washington and Israel are finishing the last preparations for their military aggression against Iran.  Unlike the attack on Iraq, this time, the two principal enemies of humanity, US imperialism and European imperialism, are fully united in the project of military aggression.  Germany, France, and Great Britain, the three mightiest powers of the European Union, have closed ranks behind Washington and Tel Aviv.  The phalanx of attack is, therefore, extremely powerful and, in the military camp, invincible.

The war scenario is the following.  Washington and Tel Aviv, with or without the Security Council, will issue an ultimatum to Iran, demanding that it submit its nuclear installations and programs to international inspections.  In case of non compliance with this demand, Bush and Olmert, with European logistic support, will launch a devastating air attack with cruise missiles and bombers, not only on nuclear centers, but also on the centers of communication and command of the armed forces and central government.

If Teheran responds with its medium-range rockets against Israel, Saudi Arabia, or the US military bases in the Middle East, Washington and Israel will use nuclear arms.  We are, in short, facing the second preventive nuclear attack in world history, after the attack on Hiroshima and Nagasaki, which was a warning for the Soviet Union.

This is the scenario which Washington, Tel Aviv, Paris, London, and Berlin want, because they calculate that it would put the states and movements of the Third World — who question their control of world petroleum and gas — again on their knees.  It would return the Third World states and movements to what the imperial powers consider to be their natural state: banana republics.  Given that no one will enter a nuclear war to defend the ayatollas, Iran has only one way out, to avoid the catastrophe: agree to the Russian offer to enrich uranium for Iran.  If it doesn’t, it will have to accept unconditionally the dictate of the imperialist falange, which will weaken the forces of rebellion on a world scale and give the global fascist class a significant triumph.

2. The Aggression of the Atlantic Bourgeoisie against Cuba, Bolivia, and Venezuela

The year 2006 will see a dangerous intensification of the activities of imperialist destabilization and subversion against the progressive governments of Latin America.   Fidel warned on the 22nd of January this year that Bush proposed to “force the rupture of the present minimum diplomatic links with Cuba,” “openly violate the migration accord with Cuba,” impede the agricultural trade, limit remittances and family visits to Cuba, and promote a “transition in Cuba.”

This intention finds full support in the  European Union.  On 21 December 2005, the parliamentary spokesman of German Christian Democracy (CDU/CSU) for matters in developing countries, Christian Ruck, declared on the occasion of the electoral triumph of Evo Morales: “In Latin America there are developments which must concern us.  The situation in Ecuador is unstable; and, with Morales, another president, after Kirchner and Chávez, assumes responsibility — another president who runs the danger of letting himself be turned into an instrument of Castro, fomenting anti-Western attitudes (Stimmung) and exporting revolution.”

Ruck’s conclusion: “Latin America has to support the ‘social market economy,'” not populism.  Either he is an ass, or he is ill-intentioned.  What Hugo Chávez is doing economically is exactly what Germany called “social market economy” (soziale Marktwirtschaft) in the 1950s, that is, it’s the same strategy of economic development which German Christian Democracy utilized for the economic reconstruction of Germany after the Second World War.

Another indicator of the campaign is the vile propagandistic film of the German filmmaker Wilfried Huismann, financed by German and Japanese publishing sources and distributed on the German state television, which maintains the old lie of world reaction that Fidel Castro ordered the killing of US President John F. Kennedy.

For his part, the mini-Francoist Aznar has declared that he will use his FAES Foundation to combat “populist caudilloism” in a “region seized by the explosive combination of populism and indigenism under the shadow of the alliance between Fidel Castro and the Venezuelan Hugo Chávez, tandem to which has united the new Bolivian president, Evo Morales.”  His coreligionist of the Austrian “Christian” Right, Benita Ferrero Waldner, European Union Commissioner for foreign affairs of European imperialism, does not lag behind with her criticism of the Venezuelan parliamentary elections of 2005, saying that the government “would have been able to do much more” to make the process transparent than it did.

In the third week of January, Waldner’s Swedish colleague Goeran Lindblad presented before the European Council a resolution in which he asked for “an international investigation of the crimes committed by the communist regimes in Central and Eastern Europe” and, in fact, their punishment.  Outside of Europe, he mentioned China, North Korea, Vietnam, Cuba and Laos (Council of Europe Report on Crimes of Communism.).

Aznar’s FAES collaborates closely with the foundation of German Christian Democracy, the Konrad Adenauer Foundation (KAS), and both with Carlos Alberto Montaner, a state terrorist against the Cuban Revolution and since then presumed agent of the CIA.  In spite of his dubious credentials, Montaner has participated in seminars of the KAS in Berlin, for example in December 2005, and in seminars of the foundation of the German Liberal Party, Friedrich Naumann Stiftung in Latin America.  It should be noted that these foundations are not private entities, but semi-public organizations, financed by the state of Germany.

The third imperialist power of the world, Germany, together with the mini-Francoist Aznar and the new government of the Right in Portugal, has begun to transform itself into the spearhead of this destructive movement, powered by the new German government dominated by Christian Democracy (CDU/CSU) — eternal Caliban of the US elite — and the German Papacy of Ratzinger, a combination of extremely dangerous forces.  Inexplicably, up to now, neither President Chávez nor Venezuelan diplomats have attended to this dangerous front of attack that is developing in the center of European imperialism.

3.  Convert MERCOSUR into the Regional Power Block

To exorcise this growing potential of aggression of the Atlantic (US-European) bourgeoisie, it is vital to convert MERCOSUR into an authentic Regional Block of Latin American Power, that is, a regional state with a protected regional economy and mutual pacts of defense against whatever external bellicose aggression.  The Bolivarian axis of the RPB, the Atlantic axis, has acquired the critical mass necessary to defeat the Monroeist Latin American axis, the axis of the Pacific, after the triumph of Evo Morales in Bolivia.  The electoral victory of Ollanta Humala in Peru will augment this critical mass which, well managed, could bring about the definitive defeat of the Monroe Doctrine.

This horizontal growth, or, to use an economic concept, “extensive” growth of the Block has to be accompanied, however, by a qualitative leap in the integration, toward an intensive integration — that is, an increase in the coefficients of connectivity — before the empires’ counteroffensive destroys what it has managed to construct in the last seven years.

4.  The Socialism of the XXI Century.

The Socialism of the XXI Century is the strategic horizon of this epic struggle between empires and peoples on American soil.  To advance it, it is necessary to raise the consciousness of what the new postcapitalist civilization is, overcoming the illusions of cooperativism and the dogmatism of discourse of the thirties which confused the problem of socialism with the problem of form of ownership and Leninist superstructure.

Working together in the last years, the School of Bremen and the School of Scotland¹, we have rapidly advanced in the construction of this new theory and praxis.  The time has come when both are transformed, on a massive scale, into the patrimony of the social movements of the Patria Grande.

This is the strategic fundamental offensive task of this historic moment.
