| Nous appelons, alors que le Moyen-Orient est plongé dans sa crise la plus grave depuis des années, à une action urgente de la part de la communauté internationale en vue d’un règlement global au conflit israélo-arabe.
Nous sommes tous perdants dans ce conflit, à l’exception des extrémistes, qui prospèrent à travers le monde en exploitant la rage qu’il continue de générer. Chaque jour qui passe éloigne un peu plus la perspective d’une solution pacifique et durable. Tant que ce conflit durera, il engendrera violence et instabilité dans la région et au-delà. Les grandes lignes de ce qui doit être fait sont bien connues. Elles se fondent sur les résolutions 242 qui date de 1967 et 338 qui date de 1973 du Conseil de sécurité des Nations unies, l’accord de Camp David de 1978, les “paramètres Clinton”, l’initiative de la Ligue arabe de 2002 et la feuille de route proposée en 2003 par le Quartet (ONU, Etats-Unis, Union européenne et Russie). L’objectif doit être la sécurité et la reconnaissance complète de l’Etat d’Israël dans les limites des frontières reconnues internationalement, la fin de l’occupation pour le peuple palestinien et la création d’un Etat indépendant, viable et souverain et le retour à la Syrie de ses territoires perdus. Nous estimons qu’il est grand temps de convoquer une nouvelle conférence internationale idéalement aussitôt que possible. Lors de laquelle tous les acteurs concernés étudieraient tous les éléments d’un accord de paix global et relanceraient la dynamique de négociations. Que cette conférence puisse avoir lieu ou non, il est des mesures cruciales que les principaux acteurs concernés pourraient et devraient prendre, notamment : — Apporter leur soutien à un gouvernement d’unité nationale palestinien et mettre fin au boycottage politique et financier de l’Autorité palestinienne. — Engager des pourparlers entre Israël et le leadership palestinien, sous la médiation du Quartet et avec la participation des pays de la Ligue arabe et des principaux acteurs régionaux, sur l’amélioration rapide de la sécurité et la reprise de l’économie palestinienne. — Engager des pourparlers entre les dirigeants palestiniens et le gouvernement israélien, sous le parrainage d’un Quartet renforcé, sur les problèmes politiques essentiels qui font obstacle à un accord définitif. — Engager en parallèle des pourparlers entre le Quartet renforcé et Israël, la Syrie et le Liban afin d’examiner les bases sur lesquelles on pourrait arriver à des accords israélo-syrien et israélo-libanais. Personne ne sous-estime le caractère inextricable des problèmes de fond ou l’intensité des sentiments qu’ils entraînent, mais, pour résoudre le conflit israélo-arabe et éviter ses terribles conséquences, nous avons désespérément besoin d’idées nouvelles et d’une volonté politique forte. As the Middle East is plunged in its most serious crisis in years, we call for an urgent action on the part of the international community toward a comprehensive solution to the Israeli-Arab conflict.
We are all losers in this conflict, except the extremists, who thrive throughout the world by exploiting the rage that it continues to generate. Each day that passes makes the prospect for a peaceful and durable solution a little more distant. As long as this conflict lasts, it will engender violence and instability in the region and beyond. The outlines of what must be done are well known. They are based on United Nations Security Council Resolutions 242 (1967) and 338 (1973), the Camp David Accord of 1978 , the “Clinton Parameters,” the Arab League initiative of 2002, and the roadmap proposed by the Quartet (UN, US, EU, and Russia) in 2003. The objective must be the security and complete recognition of the State of Israel within the limits of the internationally recognized borders, the end of the occupation for the Palestinian people, the creation of an independent, viable, and sovereign state, and the return to Syria of its lost territories. We believe that it is high time to convene a new international conference, ideally as soon as possible, where all the actors concerned would study all the elements of a comprehensive peace agreement and would restart the dynamics of negotiations. Whether this conference can take place or not, the crucial measures that the principal actors concerned could and should take are, for instance: — To give their support to a Palestinian national unity government and end the political and financial boycott of the Palestinian Authority. — To begin negotiations between Israel and the Palestinian leadership, under the mediation of the Quartet and with the participation of the Arab League states and principal regional actors, on the rapid improvement of security and the revival of the Palestinian economy. — To begin negotiations between the Palestinian leaders and the Israeli government, under the sponsorship of a reinforced Quartet, on the essential political problems that stand in the way of a permanent accord. — To begin, in parallel, negotiations between the reinforced Quartet and Israel, Syria and Lebanon, in order to examine the bases on which they could arrive at Israeli-Syrian and Israeli-Lebanese agreements. No one underestimates the inextricable character of the basic problems or the intensity of the feelings involved in them, but, to solve the Israeli-Arab conflict and to avoid its terrible consequences, we desperately need new ideas and a strong political will.
