Haniyeh: “We Are the Legitimate Government” [Haniyeh : “Nous sommes le gouvernement légitime”]

Le Figaro : Certains accusent le Hamas d’avoir mené un coup d’État dans la bande de Gaza.  Que leur répondez-vous?

Ismaïl Haniyeh : Je leur réponds par une question : un coup d’État contre quoi ?  Contre nous-mêmes?  Nous sommes la légitimité.  Nous sommes le gouvernement légitime, qui émane du Parlement élu démocratiquement.

Pourquoi avoir pris le contrôle de Gaza par la force ?

Après la signature des accords interpalestiniens de La Mecque, qui ont permis la formation du gouvernement d’union nationale, une guerre de propagande a été lancée contre le Hamas.  Le Fatah s’est comporté avec certains services de sécurité comme s’il s’agissait d’une milice lui étant affiliée.  Une fois déployés dans les rues, ces services ont dressé des barrages, arrêté et tué des personnes en raison de leur appartenance à un parti, parce qu’ils portaient des barbes.  Ils se sont comportés comme des pirates.  Puis ils ont ouvert le feu sur le Conseil des ministres et tiré une roquette contre la résidence du premier ministre.

Il fallait mettre fin à ce désordre sécuritaire.  Le calme va revenir et je pense que la situation sécuritaire sera bien meilleure qu’auparavant.

Désormais, il y aura une seule arme légitime.  Nous ferons régner discipline et loi à Gaza.  Ainsi il sera plus facile d’obtenir la libération du journaliste britannique Alan Johnston.  Ses kidnappeurs nous écouteront davantage.

Quelles sont vos intentions?

Mon gouvernement va poursuivre son travail.  Quant à notre programme, il est clair.  Nous souhaitons la création d’un État palestinien dans les frontières de 1967, c’est-à-dire à Gaza, en Cisjordanie avec Jérusalem-Est pour capitale.  L’OLP reste en charge des négociations sur ce point.  Nous nous engageons à respecter tous les accords passés, signés par l’Autorité palestinienne.  Nous souhaitons la mise en œuvre d’une trêve réciproque, globale et simultanée avec Israël.

Allez-vous proclamer un État à Gaza?

Non.  Gaza appartient à tout le peuple palestinien et pas seulement au Hamas.  Nous refusons toute idée de séparation entre les Territoires palestiniens, entre Jérusalem-Est, la bande de Gaza et la Cisjordanie, qui sont indissociables.  La séparation n’est pas à l’ordre du jour et ne le sera jamais.

L’Union européenne a manifesté son soutien au président Mahmoud Abbas.  Qu’attendez-vous d’elle?

Nous remercions l’Union européenne pour l’aide apportée au peuple palestinien.  Nous espérons préserver et développer cette relation.  Nous espérons que l’Europe continuera ses efforts pour une levée de l’embargo.  Mais nous espérons surtout qu’elle aidera les Palestiniens à atteindre leurs légitimes aspirations nationales : la création d’un État indépendant.

Le Figaro: Some accuse Hamas for having carried out a coup d’état in the Gaza Strip.  How do you respond to them?

Ismail Haniyeh: I respond to them with a question: a coup d’état against what?  Against ourselves?  We are the legitimate.  We are the legitimate government, which originates from the democratically elected Parliament.

Why have you taken control of Gaza by force?

After the signing of the Mecca inter-Palestinian accords, which allowed the formation of the national unity government, a war of propaganda was launched against Hamas.  Fatah dealt with certain security services as if they were a militia affiliated to itself.  Once deployed in the streets, these services erected roadblocks, arrested and killed people because of their party membership, because they wore beards.  They behaved like pirates.  Then, they opened fire on the Council of Ministers and fired a rocket against the residence of the Prime Minister.

It was necessary to put an end to this security disorder.  Calm will return, and I think that the security situation will be much better than before.

From now on, there will be only one legitimate armed force.  We will make law and discipline reign in Gaza.  So it will be easier to obtain the release of the British journalist Alan Johnston.  His kidnappers will listen to us more.

What are your intentions?

My government will continue its work.  As for our program, it is clear.  We want the creation of a Palestinian State within the borders of 1967, i.e. in Gaza and the West Bank with East Jerusalem for its capital.  The PLO remains in charge of negotiations on this point.  We are committed to respecting all the past agreements, signed by the Palestinian Authority.  We want the implementation of a reciprocal, comprehensive, and simultaneous truce with Israel.

Will you proclaim a State in Gaza?

No.  Gaza belongs to all the Palestinian people and not only to Hamas.  We reject any idea of separation of the Palestinian Territories, of East Jerusalem, the Gaza Strip, and the West Bank, which are indivisible.  Separation is not on the agenda and will never be.

The European Union expressed its support for President Mahmoud Abbas.  What do you expect of it?

We thank the European Union for assistance brought to the Palestinian people.  We hope to preserve and develop this relation.  We hope that Europe will continue its efforts to lift the embargo.  But we hope especially that it will help the Palestinians attain their legitimate national aspirations: the creation of an independent State.
